Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are released from multiple capitals. Significant resources is devoted on restraining specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming guided weapons flew past – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't strike its target this time, sparing the city from ruin and further power outages.
Persistent Threats
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually secure success. This trend will, certainly, persist.
Strategic Calculations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the status quo will not change more in its favour in the months ahead.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.
Current Realities
Objectively, there are no real preconditions for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a only one week to kill the 28 points of the current initiative. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
